Tukes: companies are not sufficiently aware of their obligation to order statutory equipment inspections
According to Tukes, equipment owners and occupiers are not always aware of statutory inspection intervals. Inspections of fire detection and extinguishing systems found many minor deficiencies caused by inadequate maintenance.
In June 2023, Tukes (the Finnish Safety and Chemicals Agency) published a news item under the headline: Companies are not sufficiently aware of their obligation to order statutory inspections for equipment and installations.
According to the news item, Tukes has found that the owners and occupiers of equipment requiring inspection have not always been sufficiently aware of the statutory inspection intervals and requirements. Around 12,800 periodic inspections were carried out on fire detection and extinguishing systems, and many minor deficiencies were found, caused by a lack of maintenance. Maintenance programmes have either not been followed or have not been up to date. Deficiencies have also been found in the installation of systems.
“Tukes reminds owners and occupiers that they are responsible for the safety and serviceability of equipment and systems, even if their servicing, maintenance and monitoring have been outsourced, for example to service companies. Outsourced operators must also be professional, competent and responsible, and they must keep owners and occupiers informed of the condition of the equipment for which they are responsible and of the statutory inspection requirements.”
By highlighting deficiencies in the sectors it supervises, Tukes aims to improve the effectiveness of inspections and to emphasise to equipment owners and occupiers their responsibility for operating equipment and systems and ensuring their safety. Tukes is developing the inspection system and monitoring its effectiveness.
