TUKES: Companies are not sufficiently aware of their obligations to order statutory inspections of equipment and installations.

The Finnish Safety and Chemicals Agency (Tukes) is a licensing and supervisory authority that promotes the safety and reliability of products, services and industrial activities. In 2022, around 110 000 inspections were carried out by Tukes-approved inspection bodies and inspectors. Inspection targets included lifts and lifting doors, electrical installations, fire detection and extinguishing equipment, pressure and measuring equipment and liquefied petroleum gas installations (tukes.fi).

In June 2023, Tukes published a news item entitled: Companies are not sufficiently aware of their obligations to order statutory inspections of equipment and installations.

According to the news, Tukes has found that owners and operators of equipment requiring inspection have not always been sufficiently aware of the statutory inspection intervals and requirements. Some 12,800 periodic inspections of fire detection and extinguishing equipment were carried out, and many minor deficiencies were found due to lack of maintenance. Maintenance programmes were either not followed or not up to date. Shortcomings were also found in the installation of the equipment.

"Tukes reminds that the responsibility for the safety and operability of equipment and systems lies with their owners and operators, even if their maintenance, servicing and monitoring are outsourced to, for example, maintenance companies. Outsourced operators must also be professional, competent and responsible and must keep owners and operators informed of the condition of the equipment under their responsibility and of the statutory inspection requirements."

By highlighting deficiencies in the sectors it monitors, Tukes aims to improve the effectiveness of inspections and to emphasise the responsibility of equipment owners and operators to use equipment and systems and ensure their safety. Tukes will develop the inspection system and monitor its effectiveness.
