# Comprehensive fire safety solution

When you want to procure your building’s fire safety services as a single package, PAP Group brings together system design, equipment, installation, commissioning and maintenance.

[Request a quote](https://pap.fi/en/tarjouspyynto/) [+358 40 668 7641](tel:+358406687641)

The TUHTI complete service combines the system purchase and its maintenance for a fixed monthly price. The service package includes user training, maintenance and financing.

## How the systems work together

In an emergency, the fire alarm system detects the fire, the voice alarm system raises the alarm and gives instructions, and exit signs show people the way to safety – in a power cut, emergency lighting illuminates the route. In a comprehensive solution, these systems are designed, installed and maintained as one whole.

## What is included?

The TUHTI complete service brings together under one agreement tasks that would otherwise be procured separately:

- a survey of the building and the choice of system solution
- detailed designs (TUUMA design services)
- equipment, installation, project management, programming and commissioning (TOIMI project services)
- user training for the responsible persons
- maintenance and servicing (TURVA maintenance services)
- financing into a package with a monthly price

The package may include the fire alarm system, voice alarm system, and emergency lighting and exit signs. Your quotation shows exactly which systems and services are included in your agreement.

## What information is needed for the survey?

The survey proceeds fastest when the following are available:

- the building’s address, the number of buildings and the intended use of the spaces
- the existing fire safety systems and their age
- the latest maintenance reports and inspection reports
- the current rescue plan
- any known changes to the premises or their use

Missing information is established during the survey. The system documents can also be collected in [TIETO Tallelokero](https://pap.fi/en/palvelumme/paloturvallisuuden-dokumentointi/), so that they do not depend on individual people’s folders.

## Survey, quotation and installation

Our sales team surveys the current situation of the building, helps you choose the system solution and puts together a quotation for the TUHTI complete service.

Once the quotation has been accepted, our design team prepares the detailed design for the chosen system. PAP provides the equipment, installation and project management, and takes the project through to commissioning.

## How the work proceeds

1. **Survey.** Our sales team establishes how the building is used, the existing systems, their documents and future changes.
2. **Solution and quotation.** A system solution is chosen and a quotation for the TUHTI complete service is put together.
3. **Design.** Detailed designs and the system’s basic specifications are prepared for the approved solution.
4. **Implementation.** The equipment is delivered and installed. The systems are programmed and tested.
5. **Inspection and handover.** A statutory fire alarm system undergoes a verification inspection by an inspection body before it is taken into use, after which the site is handed over and the responsible persons are trained.
6. **Maintenance during the contract period.** Maintenance and fault repairs are handled as agreed. Changes to the premises or to the activities in them are taken into account.

## Commissioning and training

Programming, testing and commissioning of the systems make the overall system ready for use on site. User training helps the people in charge understand how the systems work and what their own role is in using them.

At the same time, we go through the contact arrangements and documents for the operating phase. This way, the transition from project to everyday building operation does not rely on equipment delivery alone.

## Maintenance and servicing

The systems included in the TUHTI complete service are maintained in accordance with the maintenance instructions for the equipment and systems. The building’s fire safety continues to be taken care of after commissioning.

Changes to the premises or to how they are used are also taken into account in maintenance.

## What remains the building’s responsibility?

A complete service does not transfer statutory responsibility away from the building. Under section 12 of the Rescue Act and Decree 976/2024 of the Ministry of the Interior, the system holder is responsible for keeping the fire alarm system in working order and monitoring its condition. The holder’s tasks include, for example, testing the transmission link every month, displaying the details of a contact person who can be reached in an alarm situation at the main operating panel, and giving induction to the persons responsible for operating the system.

With a complete service, these tasks are easier to handle because the system information, maintenance history and training all come through the same partner. The periodic inspection is always carried out by an independent inspection body every three years (Act on Certain Fire Safety Equipment 191/2024). The system holder is responsible for arranging it.

## Financing and predictable monthly costs

TUHTI combines the financing of the system and the agreed services into one package with a monthly price. This means the system purchase and its maintenance can be considered together, instead of planning each part separately.

Ask us for more information, and we will tell you how TUHTI could suit your building.

## When is it worth considering?

You should consider a comprehensive solution when, for example,

- the fire alarm system needs to be replaced and maintenance for the coming years needs to be arranged at the same time
- the building has several fire safety systems maintained by different suppliers
- the system documents and maintenance history are scattered
- the responsible persons are changing or the use of the building is changing
- you want to spread the investment into a monthly cost.

Suitability is assessed during the survey.

## A single service or a comprehensive solution?

A comprehensive solution suits situations where you want a single partner to manage several fire safety tasks. It can be a natural choice, for example, when a system is being replaced and maintenance for the coming years is being arranged at the same time.

A single service, on the other hand, is enough when the need is limited: for example, preparing designs, commissioning or maintaining an existing system. PAP’s services can also be purchased separately.

### Comprehensive solution

One agreement and a fixed monthly price. The system information, maintenance history and training all come through the same partner. Particularly suitable when the system is being replaced and a long maintenance period lies ahead.

### Separate purchases

Design, implementation and maintenance are procured separately, and the system is paid for as an investment. Information may be spread across several suppliers. Suitable for a limited need, such as maintenance only.

## Example: system replacement and future maintenance

A building’s fire alarm system is due to be replaced, but a solution is also needed for training and maintenance. In the TUHTI complete service, these needs are considered as a whole: what is procured now, how it is commissioned and how the system is looked after during the contract period.

## Is the periodic inspection included in the complete service?

The periodic inspection is always carried out by an inspection body approved by Tukes, not by the system supplier. Arranging the inspection is the system holder’s duty. At the quotation stage, ask how inspections and their findings are taken into account in the agreement.

## Can an existing system be included?

The survey establishes the condition of the existing system, its documents and the availability of spare parts. On this basis, we assess whether the system can continue as part of the package or whether replacement is more sensible. The replacement options are discussed in the article [replacing and renovating a fire alarm system](https://pap.fi/en/2026/08/paloilmoittimen-uusiminen/).

## Does it suit a housing company?

Yes. The TUHTI complete service is suitable for property owners, housing companies, property managers and asset managers. A housing company’s fire safety obligations and solutions are explained on the [housing companies page](https://pap.fi/en/taloyhtiot/), and responsibility for smoke alarms in the [smoke alarm guide](https://pap.fi/en/taloyhtiot/palovaroittimet-ja-paloilmoitin/).

## A package tailored to the building’s needs

The service is suitable for, among others, property owners, housing companies, property managers and asset managers.

Interested? Ask us and we will tell you more about the content and contract of the TUHTI complete service, and together we can assess whether a comprehensive solution or a single service better suits your building.
